The differences between the F9 Acceptable Solutions and NZS 8500:2006 are:
Scope:
The F9 Acceptable Solutions provide a means for restricting unsupervised access of children under 5 years old to residential pools.
NZS 8500:2006 provides broader guidance on safety barriers and fences around swimming pools, spas and hot tubs.
Regulatory Status:
The F9 Acceptable Solutions are approved by the Ministry of Business, Innovation and Employment and provide a means of complying with the New Zealand Building Code.
NZS 8500:2006 is referenced in the F9 Acceptable Solutions as an acceptable method for assessing the strength of pool barriers, but it does not have the same regulatory status.
Specific Requirements:
